The St. Louis Airport Authority was created in 1968 by an
ordinance adopted by the St. Louis Board of Aldermen. The Airport Authority
is made up of the Airport Commission, the Airport Director, and a personnel
complement of 550 full-time employees. The Airport Authority is the
organization assigned to overseeing the operation of The The Airport Commission is responsible for the planning,
development, management and operation of the Airport. The Airport
Commission currently consists of the Director of Airports, who serves as Chairman
of the Airport Commission, the Comptroller of the City of St. Louis, the
President of the Board of Aldermen, the Chairman of the Transportation and
Commerce Committee of the Board of Aldermen, six members appointed by the
Mayor, five members appointed by the St. Louis County Executive, one member
appointed by St. Charles County, Missouri and one member appointed by St.

Human Resources Department This department directs, supervises, and coordinates
departmental personnel activities, including employee programs. It ensures
all personnel transactions are in compliance with St. Louis Civil Service
rules and it maintains acceptable staffing levels and organizational
structure to guarantee efficient operations. In coordination with other
departments, this section develops and publishes Airport policies and
procedures. Finally, this division directs affirmative action activities,
including coordination of Equal Employment Opportunity. Director's Office The Director's Office is responsible for coordinating and
directing all aviation activities as well as promoting and developing all
aviation facilities at Disadvantaged Business The
Disadvantaged Business Enterprise (DBE) Program Office is responsible for
administering the City's Minority and Women-Owned Business Enterprise Program
(M/WBE) and the Airport's DBE Program to ensure that firms owned by
minorities, women and disadvantaged individuals participate in city business
opportunities to the maximum extent feasible. The DBE Program includes
services for certification of M/W/DBE businesses, monitoring of contracts for
compliance with participation goals and outreach activities to attract new
M/W/DBE’s. Visit our website at www.mwdbe.org Finance and Accounting Department This department determines the appropriate accounting system
and is responsible for the accountability of all Airport funds. It
administers all leases, permits, and agreements involving Airport owned
property. Another important duty is arranging for and providing financial
sources, i.e., federal grants and revenue bonds, to support the capital needs
of the Airport as well as operational costs. Planning/Development/Community Programs
Department This
department looks at meeting existing and future aviation needs for the This department works with the Airport's neighboring
communities to enable all parties involved to peacefully co-exist. It
administers the Airport's F.A.R. Part 150 Noise Program and noise complaint
line and the Noise Mitigation (sound insulation) program. It performs
all required measures for the purchase of parcels of real estate, as
recommended in the FAR Part 150 Noise Program and the Airport Expansion
Program. The department provides relocation assistance and provides
social services to families and individuals within targeted relocation areas
to make the transitions effective and amicable. It also works with the
communities around the Airport in compatible land use redevelopment of
property acquired for noise mitigation and not needed for Airport use. Planning and Engineering Department The Planning and Engineering staff has several major responsibilities
at the Airport. It implements the Capital Improvement Program and develops
short and mid-range planning for both landside and airside activities. A
second responsibility is to work with selected consultants to insure that the
Airport's goals are met and that the resultant project is sound from an
operations and construction standpoint. The third primary function is to
provide construction administration during the phase of a project that
includes quality control, coordinate with other Airport departments, and
serve as the contact point with the designers. This group also provides Properties/Marketing/Contracts Department This department solicits and negotiates contracts and lease
agreements with companies wanting to do business at the airport. It works
with the airlines, ground transportation providers (taxis, vans, limos,
buses, rental cars, and wheelchair transportation services), parking
services, and concessions (ATMs, amusements, bank/foreign exchange,
bookstores, shoeshine, telephones, food & beverage, news and gift shops).
The department is the contact for those with and looking for business
opportunities in concessions or services at the Airport. This departments
also responsible for the centralized procurement of all service related
contracts for the Airport's twenty-four operating departments. These services
vary from ambulance services to window washing. The contracts office solicits
bids, qualifications, and proposals based upon the City's established
procurement policies and procedures. Through public advertisements and bid
openings, the contracts office ensures that all prospective bidders are
treated in a fair and equitable manner. In addition, the contracts office is
responsible for the award, processing, and compliance of all service
contracts. Operations and Maintenance Department Operations and Maintenance assists the Airport Director in
administering all activities concerning police and fire protection, building
and airfield maintenance on a day to day basis. Its broad responsibilities
range from snow removal, to communication systems, to improving the
appearance of terminal buildings and support facilities. Another function of
this division is the preparation and development of emergency preparedness
programs, including first aid for the traveling public. This department
administers Airport Authority policy concerning the operations and
maintenance of the Airport's facilities in order to meet all federal, state,
and local regulations, while providing the traveling public with a safe,
efficient major hub airport. Public Relations Department The Public Relations Department is responsible for providing
a wide range of public relation services, special event planning, and
communication services to the Airport Authority. The Public Relations
Department serves as the initial point of contact between the Airport
Authority, the media, and the general public. The PR department works with
other departments to research, identify, and promote airport activities to
tell the Airport Police Department The Lambert-St. Louis International Airport Police Department
is a full service law enforcement agency responsible for all law enforcement
and security responsibilities at The department also maintains an Airport Lost and Found
